If you want a sweeter sauce, then feel free to add more.

If you prefer more spicy sauce, add 1 or more.
Instructions
In a saucepan, mix water, soy sauce, cornstarch, flour, sugar until the dry ingredients are dissolved.
Put the sauce pan over medium heat.
Cook until the mixture boils, stirring constantly.
Add the rest of the ingredients - garlic, onions, chili and salt then lower the heat.
Stir the sauce through continuously until it reached the desired texture and then remove from heat.
